Integrated Care Exeter (ICE) was established with the view to implement significant changes to the ways in which public services were being delivered locally in order to meet the needs of a changing demographic. ICE membership included representatives from across the NHS, Local Government and the Voluntary & Community Sector, and sought to align public services and end users in order to optimise service planning and delivery. SERIO was commissioned to provide a review of the ICE programme’s strategic added value in order to understand its impact on stakeholders and wider programmes of work. This particular review captured elements of whole system change in the city of Exeter, particularly around new ways of working together in partnership and the joining up of data streams across different organisations. The qualitative enquiry approach adopted in this review to capture shared learning, capacity building and strategic added value is one which SERIO is skilled in delivering.
