Evaluation approach

The rigorous and independently verified evaluation aimed to:

  • Generate a credible evidence base, in order to better understand the value and impact of advocacy for military veterans and their families, and to share that knowledge more widely.​

  • Explore the transformative change achievable for veterans and their families through the VAP service,

  • Broaden the understanding of advocacy for military veterans and their families, and its potential social and financial benefits, held amongst government, national organisations and a wider audience.

Outcomes and Impacts

Over the course of the evaluation, comprised of three distinct phases (early findings, interim and final), the research demonstrated the impact of The Veterans' Advocacy People across a wide range of outcome areas, all of which were evidenced through a wealth of client feedback; monitoring data; and quantitative and qualitative inquiry. The social return on investment analysis suggested The Veterans' Advocacy People was delivering considerable outcomes for the community it serves, but also doing so in a cost effective manner. The approach taken to this analysis was a conservative one, in keeping with SROI best practice, but broader evidence pointed to further impacts for The Veterans' Advocacy People, many of which would provide substantial value.

Overview

The Veterans' Advocacy People (VAP) service emerged to fill a critical gap in specialist provision for military veterans and their families. Offering intense, peer-delivered advocacy, VAP goes beyond conventional support to address the unique needs of veterans. Advocates play a pivotal role in giving clients a voice, empowering them to navigate their next steps while dismantling barriers hindering their progress. Recognising the significance of this service, The Advocacy People commissioned the Social Research Unit to conduct a rigorous and independently verified evaluation of VAP, in order to broaden understanding of military advocacy and any associated benefits. The key aims of VAP are to:

  • Provide intense, specialist support for military veterans and their families

  • Offer peer-delivered advocacy to empower clients in navigating their next steps
